Michigan: local agreements with ICE and where to request records

Each entry below appears on a list ICE publishes. Entries this site has checked link to that public body's own records request page or the route it posts; where neither was found, the entry says so and links the page that was checked. A privately run or federal facility links a federal agency's FOIA page and, where one is named, the county that contracts for it. The others say “Request page not yet checked” and link to a guide to Michigan's records law. Section 287(g) of the Immigration and Nationality Act authorizes these agreements. Being listed says nothing about how an agreement is carried out. ICE's lists are the source for every entry; they can lag, contain errors, and drop agreements without notice, so confirm with the agency before relying on an entry.

Michigan's records law

Michigan's Freedom of Information Act covers counties, cities and their police and sheriffs. Send a written request to the public body's FOIA coordinator. The body must answer within 5 business days and may extend once, by up to 10 business days (MCL 15.235(2)). A denial can be appealed in writing to the head of the public body, or taken to circuit court within 180 days (MCL 15.240). Fees follow the body's posted procedures (MCL 15.234), and fee disputes have a separate route (MCL 15.240a). This is a summary of the statute, not legal advice.

Police and sheriffs with 287(g) agreements

ICE's list of 287(g) participating agencies (ICE's spreadsheet file name dated October 9, 2026; page updated October 13, 2026). ICE uses three models. In ICE's words, Warrant Service Officer “allows designated immigration officers to serve and execute administrative warrants on aliens in their custody”; Task Force is described as “allowing designated immigration officers to enforce limited immigration authority while performing routine police duties or as an active participant in an ICE-led task force”; Jail Enforcement “allows designated immigration officers to identify and process removable aliens who have pending or active criminal charges.” None in Michigan: Jail Enforcement. Each Michigan agreement ICE has posted states that it does not limit the agency's compliance with state public records law for records that are solely state records. Some agencies treat records about ICE detainees as ICE records and send that part of a request to ICE; Calhoun County says so on its FOIA page. Ask for the agency's own records (agreements, approvals, invoices, policies) and send the ICE-held part to ICE (ICE FOIA page).

8 Michigan agencies on ICE's 287(g) list. Names are shown as ICE lists them; where this site corrected a spelling, ICE's text is given. Signing dates are as ICE lists them and may differ by a day from the date on the agreement.

Facilities ICE lists for detention in Michigan

ICE's detention facility list (page updated March 23, 2026), matched against ICE's detention statistics (data pulled July 9, 2026). ICE's statistics include only facilities with at least one person in custody when the data were pulled, and leave out hold, hospital, juvenile, MIRP and ORR facilities (ICE's note on the sheet). A facility may have started or stopped holding people for ICE since those dates. A county jail answers records requests through its county or sheriff; a facility run under a federal contract is generally not covered by Michigan's law, so ask ICE.

Each row shows when its request page was last checked. We aim to recheck ICE's lists weekly and local pages monthly. Agreements can begin or end between checks. Agencies and facilities no longer on ICE's lists move to a dated “No longer listed” note. ICE's lists can drop or omit entries, so a missing entry does not show that an agreement ended.
